Infosheet for new researchers

The Centre for Social Sciences consists of 4 research institutes, namely the Institute for Legal Studies, the Institute for Minority Studies, the Institute for Political Science and the Institute for Sociology. The legal person is the Centre itself; it is a public body with financial and administrative autonomy. The head of the Centre is the general director. The institutes are the research units of the Centre; the head of the institute is the director. The institutes can be divided into departments; each researcher is a member of a certain department. The departments at the Institute for Legal Studies are the following: Department of Constitutional and Administrative Law, Department of Criminal Law, Department of European Union Law and International Law, Department of Legal Theory, the Sociology of Law and the History of Law, Department of Private Law

At the beginning of the employment, the researchers request an entry card to the Centre and certain workplaces/offices at the Hungarian Academy of Sciences. The request should be submitted to the HR officer at the financial department ( with name, institutional affiliation and a photo. No Criminal Record Certificate is a prerequisite of employment; it should be handed to the HR officer/administrator. When you request a No Criminal Record Certificate (at a regular post office) the field for personal ID number may be left blank. You will be given a receipt at the post office: You are supposed to keep the barcode of the request form as well. Both of these documents (two tiny pieces of paper) are to be submitted to the financial department; they will keep these in your folder until the actual No Criminal Record Certificate would arrive. Regarding the social insurance card and the tax ID card (both of them are obligatory for anyone employed in Hungary), please contact the financial department ( It is obligatory to have a Hungarian bank account due to the relevant laws of employment of Hungary. Requests for a key to your room in the institute and your email address should be sent to the secretary of the institute ( Personal data and the profile to be displayed on the webpage of the institute should be sent to the researcher who is in charge of the webpage ( – Hungarian-speaking researchers should send the information in Hungarian and English, non-Hungarian speakers should send this information only in English. The researcher responsible for the webpage will take a picture of the new researcher; this photo will be uploaded to the webpage profile.

The time-off periods should be marked with a signature in a special booklet for time-off which can be found at the secretary of the institute.

Researchers holding a full position at the Institute (8 working hours/day being equivalent to 40 working hours/week) shall not undertake administrative duties at their home universities, such as head of department or dean or vice-dean at faculties or other leading positions at universities/colleges. The conflict of interest should be reported and eliminated in due time. This rule does not apply to part-time researchers.

Researchers must be present in the institute on Tuesdays and Thursdays unless they are part-time researchers (4 working hours/day being equivalent to 20 working hours/week). Part-time researchers are obliged to work on the premises of the Institute on Thursdays. The researchers shall spend 6 working hours in the institute. The presence is administered by the Centre for Social Sciences; on the research days the researchers shall signal the date of arrival and departure with the signature on a time sheet.

All researchers should participate at our weekly research event on Thursdays from 10 a.m. to 12 a.m. (non-Hungarian speakers shall take part only in events held in English). Typically, these events are research seminars where researchers present manuscripts or project plans, with one, preferably external discussant (who is not an employee of the Institute). These events seminar aims to develop skills regarding presentation, debate and general contribution to research both in Hungarian and in English.

All researchers shall offer a paper (in manuscript version) each year to Állam- és Jogtudomány for publication – Állam- és Jogtudomány is the law journal of the institute publishing articles only in Hungarian. Manuscripts shall be submitted to The submission guide can be found on the webpage of the institute. Állam- és Jogtudomány is a double-blind peer reviewed law journal. Researchers shall take part in the double blind peer review process of papers within their fields of research.

The application for international and Hungarian research grants shall be submitted with the acknowledgement of the Centre for Social Science on behalf of the Institute. Exception is only allowed if the grant is already received under other affiliation than the institute. Later, exception can be allowed with the permission of the general director of the Centre. The researcher is entitled to take part in the grants/scholarships launched by the Centre. The publication and the conference participation grants are launched regularly (providing information via email), the submission is exclusively electronic via the intranet system (to log in the intranet system, please use your login name and the password of the email address).

In order to facilitate research activities, relevant legal databases are available on all computers in the institute. HVG-ORAC provides a database on Hungarian law and legal literature (with time-line of laws and digital journal content), while foreign and international publications can be searched at EBSCO, JSTOR and HeinOnline as well.

Services of the library:

The library is the integrated library of the 4 research units of the Centre for Social Sciences.

The library is not a public library, only the researchers of the Centre are entitled to make use of the services of the library. It offers interlibrary loans to other research centres of the Hungarian Academy of Sciences. University lecturers and students are entitled to make use of the services of the library upon particular permission based on the fact that the special required works (e.g. ACEEEO special election collection) are accessible exclusively in the rooms of the library.

The catalogues of the library can be found on two simultaneously working websites.

The following databases are accessible in the library as well as on the desktop computers of the researchers.

  • the COMPLEX  legal database and the trilingual collection of the Hungarian Laws (háromnyelvű Hatályos Magyar Jogszabályok) are accessible only in the library.

Since 1 January 2015 the desktop computers have free access to the HEINONLINE database.

Researchers are entitled to a free access pass to the Library of the Central European University and the Library of the Hungarian National Assembly.

Only the publications with the affiliation of Centre for Social Sciences shall be counted as the intellectual property of the researcher during the annual evaluation process, and only those publications shall be counted in the annual scientific report. When the research is carried out and completed during the employment by the Centre, the intellectual property falls to the Centre and the manuscript of the publication shall be uploaded to the intellectual property system of the Centre (the system applies the necessary open access limitations, of course).

The annual scientific report, the annual working plan and the annual evaluation of the researchers (the latter is carried out by a competent body of the Centre for Social Sciences upon the annual scientific report) are obligatory duties of the researchers.

The colleague, who leaves the territory of the institute last at the end of the day, shall check the windows, lights, watertaps, and if needed turn them off. That colleague shall close the entrance door of the corridor, and shall give the key of the corridor door to the reception on the ground floor.

Annual evaluation of researchers

The researchers shall complete the annual scientific report and working plan for the future each year. Upon the annual report, due to the categories and credit numbers, the Scientific Evaluation Board will give points (credits) to the researchers, the minimum points shall be reached by the researchers (part-time employees shall reach the 75% of the points being applicable to the full time employees in the same research position). The following points shall be applied to the full time researchers:
