The 2024 Symposium on Electronic Crime Research (eCrime 2024) examines the economic foundations, behavioral elements, technological exposures, policy aspects and other dimensions that fuel the burgeoning global, multi-billion-dollar cybercrime plexus, at its 19th annual eCrime symposium on September 24 – 26, 2024 in Boston, Massachusetts, USA.

The selected peer-reviewed papers will be included in the conference’s presentations along with numerous panels and talks from other researchers selected from industrial and academic research centers correspondent with the APWG.

APWG eCrime 2024: Taking Back Cyberspace from the Cybercrime Plexus

APWG eCrime 2024 contemplates the dawn of its third decade at the cybercrime frontier by delineating the challenges that await the interveners, investigators, policy makers and stakeholders from private and public sectors attempting to arrest — and reverse — the pandemic spread of cybercrime on our public and private internetworks and the World Wide Web.

The APWG Symposium on Electronic Crime Research (APWG eCrime) therefore is issuing its Call for Papers to announce its 19th annual edition of its peer-reviewed publishing conference – and to celebrate the beginning of its third decade combating cybercrime. APWG eCrime 2024 will be a three-day event hosted in Boston by the directors of the APWG on September 24 to 26, 2024. eCrime conference venue will be posted soon in this space.

APWG eCrime 2024 combines a peer-reviewed conference with general sessions open to industry, government, law enforcement and multilateral organizations, featuring keynote presentations from global thought-leaders, as well as technical and practical operationally focused sessions, and interactive panels. The objective of eCrime is to foster practical collaboration and the exchange of catalytic ideas by academic researchers, industry security practitioners, and law enforcement professionals in the global struggle against cybercrime.

In 2024, more than half of the world's population will live in countries holding nationwide elections, making it the biggest global election year in history. Around these electoral processes, lines of social conflict come to light with particular clarity. The public narrative paints a picture of an irreconcilable and fractious society, in which communication between increasingly fragmented sub-publics comes to a standstill and some groups abandon the common democratic project altogether. The latest sociological research offers a contrasting perspective by suggesting a trend towards greater unity, with only isolated “trigger points” (i.e., specific issues where emotions run high, such as migration and climate policy). Nevertheless, questions still arise as to the relationship between law and politics in a conflict-ridden world: To what extent is the legal system dependent on social consensus? Is the law itself a driving factor of social polarization? Can – or should – law mediate between conflicting interests and counteract polarizing tendencies? We look forward to discussing these questions in the 2nd Ars Iuris Legal Potentials Conference. The conference takes place on September 30th, 2024 and will be hosted at the Federal Ministry of Justice in Vienna.

We cordially invite young legal researchers (e.g., PhD candidates, postdoctoral fellows, research fellows) to share their ideas concerning “Law and Politics in a Polarized World” at this intradisciplinary conference. To amplify the impact of their contributions, our speakers will be provided with the opportunity to publish a written version of their presentation in the University of Vienna Law Review (VLR), a peer-reviewed, open-access journal.

We welcome contributions that deal with the function, tasks and limits of the law in a polarized world, in particular with regards to the question of whether and how law can and should mediate between conflicting interests and positions. We also welcome contributions that address the question of how a legal system is affected by eroding social cohesion and whether the law itself contributes to polarization. We specifically, but not exclusively, encourage submissions concerning the following subjects:

• Pillars of a legal system: Reliance on social acceptance and respect
• The law as a driving factor of polarization: Critical, historical and comparative reflections on the law
• Regulation of the public sphere: AI and its impact on political polarization, social networks as a source of political (mis-)information, hate speech and current challenges of media law
• National and international methods of legal conflict resolution: Organizations, treaties, courts of justice and alternative dispute resolution
• Democratic frameworks put to the test: Need and perspectives for reform
• Strengthening trust in social institutions: State, politics and science under pressure
  • (Citizen) participation in legislative and other decision-making processes
  • Perspectives on administrative communication and judicial public relations work
  • Scientific dialogue and (legal) science communication in a polarized world

The International Journal of Police Science (IJPS) is seeking articles for a special issue examining “Crises in Policing.” Policing is currently faced with an interactive set of crises. These crises are often global in scope and have the potential to erode public trust and legitimacy of police and law enforcement agencies worldwide. Individual crises include:

• Police-Community relations, perceived/actual inequity, and erosion of public trust,
• Police use of deadly force,
• Police recruitment, hiring, and retention of qualified officers,
• Police suicides, emotional trauma, and wellness,
• Police response to the mentally ill and homeless,
• Police response to active shooter and school violence,
• Police corruption and misconduct,
• Police response to riots, disorder, and public order incidents,
• Police response to transnational organized crime and gangs,
• Police radicalization and extremism (including police gangs).

These issues are not country specific. Crises of policing are found in the United States, Canada, the United Kingdom, France, Germany, Belgium, Australia, and elsewhere. The erosion of public trust is amplified by political division and the rise of authoritarian regimes. Extremism and radicalization occur within society and potentially among police ranks. The quality of police service suffers from the cumulative effect of these potentially interconnected threats. Past efforts at building public trust and sustaining effective police are often forgotten and past ills continue and are at times exacerbated by contemporary conditions (including social media, networked political action, and extremism). The special issue editors are seeking submissions from practitioners and academics on these topics. IJPS serves a global audience and seeks case studies from throughout the world on these topics. The cases can involve both contemporary descriptions of crises, model responses (such a police-mental health co-response), empirical studies using both quantitative and qualitative data, historical analyses of past episodes of police crises (such as during the civil rights movement), and potential policy and legal responses.

We are happy to announce the conference “Legal discourses on international and EU migration/refugee law in Central and Eastern Europe: emerging new narratives or business as usual?” which will be held on 9-10 May, 2024 in Prague, Czechia.

The conference marks the 20th anniversary of EU's large "big bang" enlargement by revisiting and reflecting on CEE countries' engagement with international / EU migration law in past two decades. Central and Eastern European countries (especially the Visegrad countries) often have a somewhat different approach to migration and refugee law and policy than Western European countries. This was the case, for example, in 2015 and 2016, when Europe was divided politically and legally on how to deal with larger numbers of people seeking protection.
