The rapid advancements in information technology have brought about new security challenges, blurring the lines between cybercrime and cyberwarfare. In line with the 2024 seminar "Cybercrime & Cyberwarfare: Entering the Grey Zone", the European Journal of Policing Studies invites authors to submit their research papers and contributions for a dedicated special issue. This special issue will examine and analyze challenges and solutions associated with policing and governance of security in cyberspace, particularly focusing on the evolving dynamics within the "grey zone."

Papers submitted to this special issue should explore the governance of security in cyberspace, or provide a perspective on plural policing regarding phenomena in cyberspace. This encompasses the study of strategies and tactics for law enforcement agencies to navigate the complexities of the grey zone where the boundaries between cybercrime and cyberwarfare converge. Within the domain of cybersecurity governance, critical areas of exploration may include examining policing the grey zone, cybersecurity governance frameworks, international cooperation in cyberspace, public-private partnerships and the role of the private sector, evaluating governance frameworks and international cooperation, developing effective cybersecurity strategies, case study analyses and studying incident response and resilience. As such, this special issue aims to advance discussions on plural policing in cybersecurity, and enhancing our understanding of the diverse roles and collaborations within the cybersecurity governance landscape. We welcome all types of research (quantitative/qualitative/mixed methods).

De)constructing Criminology: International Perspectives (DCIP) is an international journal which publishes high-quality, peer-reviewed, and open access works in criminology and its adjacent disciplines.

The journal provides a broad forum to deconstruct criminology, its established power structures, and the dominant understandings of criminology and its adjacent disciplines.

DCIP welcomes research and scholarship in criminology that extends beyond the global west and north, or to extend understandings of decolonization, or to advance discussions or critiques of issues in crime, law, offending, victimisation, criminalisation, and our justice systems. DCIP also welcomes research and scholarship that speaks to how we create knowledge, transfer knowledge, and how it intersects with pedagogical approaches, practice, or research within criminology and its adjacent disciplines.

DCIP is committed to removing barriers to publication and dissemination and to increasing access to knowledge for scholars, students, and practitioners. Thus DCIP will be particularly valuable for new and emerging scholars, students, as well as established scholars.

All around the world, cities play a crucial role in addressing the challenges of the 21st century. International networks of cities illustrate new ways of thinking public law. Cities are challenged to give local answers to global problems.

Cities are addressed by public law in many ways. Most prominently Ran Hirschl pointed to the constitutional silence regarding cities and claimed a transformation of the constitutional role of the cities. The integration of cities in constitutions depends on the overall concept of the state and refers to federalism as well as to local communities. The political dimension of cities can e.g. be seen in authoritarian regimes when city mayors are opposing autocrats. Administrative law transfers competences to cities and cities enforce administrative law on a local level. In that regard, the societal roles of cities are steadily increasing.

The conference aims to address the overall concept of cities in public law as well as concrete challenges of the 21st century and the role of cities in dealing with these challenges through public law. The conference is interested in global perspectives towards cities from all continents around the world as well as in particular experiences of the role of cities in Central and Eastern Europe, Austria, Germany, Switzerland and Italy.

The ICON.S Austrian Chapter invites scholars from all around the world to participate in the first conference of the Austrian Chapter. The Austrian Chapter is happy to receive comparative and/or interdisciplinary abstracts or fully formed panels related in particular (but not limited) to the following topics of the conference:

"A közgyűjteményben őrzött kulturális javak visszaadása több úton mehet végbe a magyar jogszabályok szerint. A restitúciós eljárás funkciója szerint olyan vagyontárgyak birtokának rendezését célozza, amelyeket az állam ugyan közgyűjteményeiben leltározott, de mai fogalmaink szerint valójában sosem kerültek jogszerű állami tulajdonba. A kulturális és jelentős vagyoni értékük mellett ezek a tárgyak magukon hordozzák a megelőző század történelmi eseményeinek bélyegét. A másik út a tárgyak “hazatalálásához” a polgári peren keresztül történő visszakövetelés. Ez az út azonban egy nehezen járható, amelynek több oka van. Egyrészt a magyar magánjogi szabályok nem szentelnek megkülönböztetett figyelmet a kulturális javak speciális csoportjának, így az ezen eljárások során általában felmerülő bizonyítási nehézségek az eredeti tulajdonost terhelik. Másrészt, az előző évtizedekben erős tendencia, hogy a háttérben fekvő közjogi szabályokat a törvényhozó úgy alakítja, hogy azok befolyást gyakorolnak az eljárások kimenetelére.

A tanulmány célja, hogy átfogó képet adjon a magyar jogrendszer közgyűjteményben őrzött, vitatott tulajdonú javak visszaadására szolgáló szabályairól és azok gyakorlati működéséről. Kiemelt figyelmet fordítunk a restitúciós eljárás szabályainak bemutatására, annál is inkább, mivel azok az elmúlt évtizedben koncepcionális változáson mentek keresztül. Az eljárási szabályok különböző időállapotainak bemutatása és összehasonlítása mellett a törvényjavaslatok indokolását is vizsgálva megkíséreljük feltárni a változás mögött húzódó jogalkotási koncepciót. A vonatkozó bírósági és alkotmánybírósági gyakorlattal összefüggésben részletesen vizsgáljuk az államot illető közjogi és magánjogi jogosítványok összemosódásának problémáját."

A kötetről: A Magyarázat az Európai Unió jogáról c. kiadvány az ötödik, átdolgozott kiadása a szerzők által írt Az Európai Unió joga című könyvnek. A terjedelmes mű, első kiadása (2001) óta az Uniós jog – intézmény- és jogrendszer, a belső piac joga és a versenyjog – meghatározó referencia kötetévé vált, amelyet joghallgatók, gyakorló jogászok és a jogtudomány művelői egyaránt haszonnal forgattak. A jelen kiadás, a Magyarázat az Európai Unió jogáról némileg más formában, immár jogszabálymagyarázatként, de a régi tartalmi megközelítéssel – jogszabályszövegek, esetjog, szakirodalom – jelenik meg, amellett, hogy az új fejleményekre is reflektál, a magyar vonatkozások széles skáláját nyújtja.

You are a young scholar coming from a CEE country and would like to participate in the ICONS Austrian Chapter Conference “Public Law and Cities” in Vienna on 10-11 September 2024 and present your ideas in a panel?

In cooperation with CERHA HEMPEL Rechtsanwälte, the ICON.S Austrian Chapter offers 15 scholarships for the conference. The scholarships cover funding for an overnight stay in Vienna near the conference venue and a subsidy towards travelling expenses (total amount EUR 250). The Cerha CEE Scholarship is available for scholars with no or insufficient university or other professional support for travelling expenses. The application deadline is 15 March 2024 and a jury organised by the chapter will decide on the scholarships by the end of March 2024. The decision will be based on need and merit and will take into account geographical and gender diversity.

The young scholars who are awarded the scholarship must respond to the call for papers by 15 April 2024 and participate in a special CEE meeting at the conference. The scholarship sum will be disbursed after the conference, and only if the conference was actually attended.

The OSUN Forum on Democracy and Development by CEU Democracy Institute (Budapest), Universidad de los Andes, (Bogotá), the Nelson Mandela School of Public Governance at the University of Cape Town and the Social Scientists’ Association of Sri Lanka (Colombo) invites applications for a total of 32 open positions: six post-doctoral and two senior research fellows at each of the four institutions for an 8-month residential fellowship program between October 1, 2024, and May 30, 2025.

Focusing on the relationship between democracy and development, this initiative aims to redefine democracy in its political, social, and economic dimensions, establishing a unique platform for interdisciplinary and cross-regional exchanges between scholars from the Global South and Global North.

The OSUN Forum on Democracy and Development is structured around four interlinked research themes hosted at four institutions:
